No, you did not miss it. It all turned out to be another in his series of arrogant, boastful threats and lies. What should be the world's response? On the one hand he should not be ignored, because he is really apt to do what he says. The world should be prepared. On the other hand, he cannot be believed because threats and lies are a regular part of his tactics.
